The Human Resources Development (HRD) Section of the MWE (Ministry of Water and Environment) is responsible for Capacity Development of MWE staff and collaborating institutions at various levels. A Sector Capacity Development Strategy (SCD) was to be developed to ensure that training and capacity building interventions are organized and managed professionally and to ensure effective means of delivering learning in response to needs. Arising from the benefits and lessons learned from the implementation of WAVE training courses, the HRD section decided to adapt the WAVE training guidelines for preparation and management of training events for the sector.

We discovered that the achievement of objectives is more successful when training events are carefully planned, designed and managed according to WAVE training guidelines. This also adds value to organizational performance and attainment of organizational objectives.
The objectives of the Sector Capacity Development Strategy (SCD): To ensure that training and capacity building interventions are organized and managed professionally; and to ensure more effective means of delivering learning in response to the needs.
In order to avoid re-inventing the wheel, the HRD (Human Resources Development) section of the Ministry (MWE) found it appropriate to start by piloting the WAVE training guidelines during the implementation of training courses already planned to be conducted in the FY 2012/13.
To date the WAVE approach has been piloted in the implementation of training courses as e.g.
- Training course on Roles and Responsibilities of Stakeholders in the Procurement Function for staff of Water and Sanitation Development Facilities
- Training Course on Adapting to Impacts of Climate Change through a catchment based IWRM framework
The training approach has been very much welcomed and appreciated by both the facilitators and participants as can be evidenced by the results of the end of course evaluation report.
It has been agreed in principle that the Guidelines for the WAVE trainings should be adapted and incorporated into the SCD Strategy document for use in the implementation of training events by the sector stakeholders.
The approach is sustainable because it is included in the Sector Capacity Development Strategy document to use in the implementation of training events by the sector stakeholders.
The strategy follows the WAVEplus approach towards training, incorporating field visits and preparation of action plans for implementation at the work place. Monitoring and evaluation/follow-up supervision to be done by the Sector Capacity Development Committee (at the national level), and the de-concentrated structures (WSDF, WMZs & TSUs (at the Local Government level) to ensure quality and standardization.
